Noob question: Can you recover/withdraw ETH to the mainnet from Arbitrum if the said L2 fails?

What if somehow an Optimistic rollup e.g. Arbitrum fails? Is force withdrawal of ETH back to L1 possible? I'm starting to learn L2 (rollups) and this is one of my few questions. If somebody can provide a further reading for this question that would be very much appreciated.
