Will the merge makes Ethereum secured by ‘only’ 12M Ethers?

Currently about 10% of all supply is staked, does it mean Ethereum beacon chain will be secured by 12M Ethers?

Well that is still more secure than alt L1s (by a low margin), but isn’t it much less secure than current PoW?
