Will it be possible Ethereum L1 transactions less than 0.50 usd in the future?

I saw a quote by Vitalik saying Ethereum transactions should cost just a few cents.

I'd like to know how likely it's too happen in the future in Ethereum L1. If it's likely to happen, how far we are from there and how it would be possible in L1?
