can somebody explain L2 to me like I’m 5

I often see people saying things like "just use layer 2" to avoid gas fees. But as far as I can tell these are all side chains. If use something like Arbitrum I'm not actually using Ethereum am I? How would this be different than just using any EVM chain like Avalanche, Harmony, etc?
