Looking for resources to read about ‘The Merge’

Specifically, I'm interested to know how the merge is going to take place. Aren't the miners the actual stakeholders on the chain and what if they decide to not upgrade their systems and remain running on 'Eth 1.0'?

I know about forks and how they could occur, but i'm interested in knowing how 'The Merge' specifically is happening.
