What is the absolute most secure way to create an Ethereum wallet?

I have been doing some research and below is my attempt.

• Purchase PC
• Install Linux
• Visit website to create public and private key (like myetherwallet.com)
• Create wallet using just mnemonic phrase or just public and private key
• Save public key on internet, save private key on paper
