Question: will L2’s ever allow users to escape L1 bridge fee

Basically, I’m just wondering if there will ever be an L2 bridge that can allow a user to avoid a txn in and a txn out of the eth mainnet. It seems like if ethereum is going to see mass adoption as a viable network, if bridging in costs $100+ and out the same amount, it almost defeats the purpose.
