Why i dont pay fees while paying with eth?

Can someone explain me why i pay 0 fees when i buy a 50€ amazon card on bitrefill, but have to pay like 15$ fee to send 50€ from my wallet to a friends wallet. I dont understand. When i buy a card i send money from A to B too? How and why is there no fees? Its money transfer too?!
