How does ETH inflation actually work?

I understand the tokenomics behind it all, but I want to know who actually gets the newly minted coins that controls inflation. Miners? Anyone? Is it a free mint? Do you mint at a set price? Is it continuous or once a year? Just how does it actually work lol
