Rebuilding nonce vs Speeding up tx , which is faster ?

Quick question about ETH block indexing logic

Been doing some tests trying to figure out the fastest way to get an ETH tx minted and haven't been able to find conclusive results yet .

I am using ethers library to build and sign txs and have noticed whenever I try to build a nonce there is a 12-15ms delay before my tx is sent .

Assuming both txs have the same gwei, would it be faster to send a tx with a prebuilt nonce and speeding it up right after, or would a new tx using a new nonce still get minted faster than the tx which was sent previously and speeded up afterwards ?
