Are withdrawal fee and network free same or different?

I am sorry if this is a wrong place to ask. I am on an indian exchange and I want to transfer my eth to a wallet or to the binance exchange. It shows me the withdrawal fee is 0.004 eth. So is this it? This is all I need to pay to transfer or the network fee is different and it will be charged when I proceed to transfer?
