Why does Ethereum need PoS?

From my understanding, ethereum has too much traffic for miners and the network to handle. But doesn’t layer 2s like arbitrum and optimism solve this problem? What was the point of arbitrum and optimism building a layer 2 when ethereum is going to move to PoS anyways?
