Could other chains simply copy and paste all of Ethereum’s L2 developments when it’s done?

I feel like what's gonna happen as Layer 2s develop and mature, is that other chains will simply copy and paste all the work that was done, getting their own L2s for free, tweaking a few parameters here and there to make things cheaper or faster.

Because that's what pretty much all of them did so far, copied and pasted from Ethereum.
