gas limit changes depending on address destination?

hi folks – is it normal that if I want to send ETH to address A for example, I see metamask suggest a gas limit of 21000 (which I'm expecting) and if sending to address B for example, then I see pretty different gas limit (say around 60000)? What's the catch? Why is metamask suggesting a higher gas limit for that specific tx?
