Can I create multiple paper wallets for an ERC-20 token?

There are two issues I see: First is gas price, so I would need to use some sort of layer 2 roll-up or side chain, and the second is the absence of a ERC-20/ETH template (like the early Bitcoin paper wallets). These are to be used as holiday gifts for crypto-unsophisticated friends and family.
