Can someone ELI5 how ethereum plans to reduce gas fees soon?

Is the bet on L2 chains, shift to proof of stake, or something else?

Bridging to L2 is a cumbersome process and I think most people who don’t understand this space deeply value low transaction fees much more than decentralization.
