Is transferring ETH stunted/stopped right now?

I've noticed that a lot of people have transferred eth onto or off exchanges, with massive delay/no response. I bought ETH on shakepay and transferred to crypto.com, but my receiving wallet has not responded yet in over five hours.

Is this a ETH problem, or the market crash problem?
