Gas Fees – what’s the new expected base price?

Now that the gas fees have been riding high for weeks on end, is it safe to say the days of 20 Gwei or less are gone for a simple ETH transfer transaction? Should I set my Gwei base fees for mining payouts higher? Currently they are 40 Gwei, but fees haven't been that low in months.
