How does Eth 2.0 PoS choose block proposer randomly?

I read the Ghost Casper paper by Buterin et al and in the part where they mention randomness they simply refer this task to some random oracle. Randomness is hard, and referring to some external random oracle will introduce attack vector. Anyone knows exactly how will this be done?
