Can there be a PoW chain and PoS chain after merge?

Can the network be forked into a PoW chain where I can still mine and PoS chain where we can stake?

Is the purpose of difficulty bomb to eliminate the PoW network totally? Why would they do that? Why can’t they let two chains run?
