Will ETH 2.0 Make It Cheaper and Higher TPS than Solana?

Honest question. Sorry if I'm a bit of a noob. I've been buying ETH since 2018, but I really haven't kept up much. I have seen Solana bragging that, "The network can run 60,000 transactions per second at $0.0015 per transaction, while ethereum handles just 17,000 at an average cost of $5.80 each. Is that true? How will the improvements coming with ETH 2.0 change that?
I saw that in this article
Sam Bankman-Fried seems like a pretty smart guy.
I'd be interested in your thoughts, but please use words a 10 year old would understand. I really don't know that much.
Thanks for the help!
