In a private ethereum network based on PoA consensus, if I control all nodes, how can I create a fake transaction from an address without it’s private key?

Example: I have a PoA network of 2 nodes. I want to transfer ethers from address A to address B but I don't have the private key of address A. Can we leverage the PoA authority to somehow create and confirm such a transaction? If so, how?
