I need help with a graphics card choice

My friend wants to get into mining, and his options are between a 3060 and 1660 super. I'm just a little confused because I see many people getting similar hash rates between the cards and sometimes the 1660 super gets higher hash rates. Am I misunderstanding something or is a 1660 super a better mining card for less money?
