What exists to prevent someone from hiring a bunch of developers to modify ethereum or bitcoin to their advantage? What if some institutional whales have giant stakes and wants to increase the stake apr, so they increase the amount printed as stake rewards?

What prevents bitcoin miners from secretly hiring bitcoin developers and community influencers to stop halvenings from happening?
