To Freeze or not to Freeze?

Hello everyone first time poster, long time commenter of the Sub and with the Uncertainty of Crypto/stablecoins in the US I wanted to get the community's votes/opinions on the current proposal for stablecoins if either of the proposals get funded should the funds be frozen till we all find out what regulators are doing? especially if they decided to ban stablecoins, the frozen funds (besides the amounts the foundation said they would refund) could be used for a dev fund pool/proposal fund pool.
