I am trying to learn how to read these blockchain transactions. Can anyone help me understand the following transaction?

It transferred from Coinbase to a Polygon address? Is this correct? Is there anyway to identify or contact who holds this transaction? Basically I foolishly thought I could resend more transactions to the same address as before, which was
