110 Mh/s on ZOTAC 3090 Amp Extreme Holo – ETH

I recently purchased two 3090 from ZOTAC. One of them is doing just fine, but the other one is not mining even close to a good hashrate (110, 108). Also, it seems like it never goes over the 270W, unless I turn off all Overclocking.

I certified that the VBios it is running is not the “quiet mode”.

Is it just a bad chip? Why so different from the other? And why increasing memory clock only makes hashrate worse?
