Is my GPU dead?

Hello all,

I've been running a rig with 5 3060ti LHRs for just under a month now. Had a pcie riser die on me once. Woke up to a notification that my rig had shut down.

When turned back on, one of the GPUs fans did not spin on boot. Figuring it was another dead riser, I ordered a few more and none of them seemed to work. I then tried mounting the GPU that was not being detected in windows to a riser I knew worked, and the problem still exists. When I boot the rig, the fans do not spin on just this GPU, but the 4 others are fine. Any advice on how to resolve this?

I have tried reinstalling drivers, reseating everything, switching power around, changing risers, etc.

RAM: 1x4GB Corsair Vengence
