“Dusting” small cold wallet balances

I have one ETH wallet with a bunch of small ERC-20 token balances, ranging from $10-$200, and from what I could understand, solutions like Arbitrum and Polygon require me to pay a L1 tx fee for each balance to move them. Am I correct? My idea is to consolidate all my small balances into one single token without wasting much in fees. Any suggestions?
