Not so DEX

Are decentralised exchange's front ends centralised? For example, if whoever is hosting https://uniswap.org/ servers go down, does everyone lose access to uniswap?

If my understanding is correct, this coming infrastructure bill will target front end of dapps – not the dapps themselves. If we could make decentralised web3 hosting surely this would mean no one particular party would be responsible for hosting a DEX (or any smart contract front end) – therefore avoiding having to KYC.
