why am I getting Access is Denied in windows when trying to open any .bat file??

Okay so yesterday I made a task to autorun a .Bat when the computer would restart. Tested it several times everything was fine. Today when I did a restart, it goes back on and access is denied for that .bat and any .bat I choose to run with any miner I've tried. No AV software, nothing is turned on Via windows like Defender and everything else that comes with it and no firewall. I tried changing permissions taking ownership everything. What happened? Why can't I fix this?
