Private blockchain “Proof of authority” faucet, where does the Eth come from?

Hopefully not a dumb question, I did research before asking.

In a private blockchain "Proof of authority", where does the Eth for a test faucet come from?
Does it have to be mined, or can it simply be created in infinite supply (would this be possible) ??
