My gpu jumps to 199 watt ignoring my oc settings

My gpu is 3060 ti lhr mining rvn using windows and msi after burner My settings is 155 watt power limit I randomly find it consuming 199 watt and i have to reboot the pc to return to 155w This doesn't happen to the other gpus mining eth I tried nbminer and trex and its the same
