Tx Fee vs NFT minting fee

I learned that 21000 units of gas is the standard for normal eth tx. When people say I lost 30 or 50$ in gas fees but the transaction failed, are they trying to mint NFTs? For a normal tx, can all of the 21000 units burn and still fail?
