How decentralized is Etherium?

Not here to troll, just asking the questions Im feeling. Is that alien looking guy with the big head more like a CEO? It seems to me there are lots of central decisions being made and little resistance. I’m not digging past the surface so shame on me, but the average person might start to think that vitalik guy is in running things.
