How do prioritized block/miner transactions work?

So I've noticed when minting NFTs theres a group of people who manage to mint them at 250 gwei while most people are pushing 1000 or even 2000+ gwei. When looking at the tx I can see that they managed to fill a block https://etherscan.io/txs?block=13056680 while regular people have to wait for a miner to pick up the tx.
