best card for RVN in the $400 to $800 range?

I'm asking this, because i've been seeing a few articles/videos about new gpu's for RVN. I see that the RX 6600 XT gets between 15-16Mh/s mining RVN. that's the same rate as our Zotac 1070 ti mini 8G. I'll have to go and verify the wattage we are using, maybe that's it. regardless, can anyone suggest a good GPU to buy for that price range? (assuming low wattage)?
