Whats the purpose of the withdrawal credential in Eth2 staking?

From reading Eth2 spec, it triggers the withdrawal. I am not a coder, but it strikes me as an extra item and not serving any real purpose. Why isnt the withdrawal address good enough?
both are generated from the seed phrase and are public. Or is there some reason for it to exist that the withdrawal address can not fulfil? Thanks
