Hashrate drops when new gpu added

I've been mining raven on my 5700xt and getting around 25mh but when adding my 1060 3gb the hashrate drops down to around 14ms, when both gpus are running I get around 24mh over the 2 gpus. any idea what is causing this. Currently using a 700w psu so don't think that's my problem
