Anti-Whale protocol

Hi all, I was watching this video which goes ever the recent scheme of the "SaveTheKids" token and it mentioned at 2:17 that some code in the project which prevented Whales from dumping massive amounts of their holdings in a short period was changed at the last moment and I would like to know if Ravencoin has any such protocols, an Anti-Whale protocol to be exact, to protect the value of the asset.
