Difficulty Question

So the RVN network difficulty is currently 49.5k. So that being said how can 2miners Solo pool put the share difficulty at 4.295G. That’s way way higher than the network difficulty, why is that even necessary? Does that mean every share found is a possible block solution and then it just comes down to pure luck on that your solution is chosen?

Edit: or is the difficulty actually 256, which is next to the 4.295G?
