Sooo what concretely happened on Ropsten?

The long awaited London fork block on the testnet is here:

I don't see anything different from the block before it. I would expect some mention of a base fee or something but I dunno this is the first hard fork I'm witnessing. Can't find any discussion on that since the block was mined half an hour ago
