Accessing funds on coinbase wallet from anywhere

Hypothetically, if you got blocked out of your coinbase account or you changed jurisdictions and coinbase put a hold on your account and limited your access to your funds, or even worse blocked you from accessing your funds all together, could you still access your coinbase wallet with no issues? Meaning, if your funds are on the coinbase wallet (not the exchange) then can you access that no matter where you are with no hassles?
