RX580 8GB vs 4GB – half the hash rate

I would like to ask for some guidance. Just need someone to point me in the right direction. I have two machines, both running Teamredminer on 2miners pool. Both running latest drivers. One (Ryzen 3600) with RX580 8GB which is running at 12MH/s. Where as the other machine (Ryzen 3950x) with RX580 4GB only running at 8.5MH/s. I thought since the DAG size is 2.85GB, both GPUs should have similar hashrates. I have been trying unsuccessfully to increase the hash rate as well without success.
