Eth for programming

I would like to keep small amounts of Ethereum to practice programming dapps! I am not fond of wallet exchanges. Any suggestions on best ways to at least avoid those wallet exchanges that screwed me out of investments! Anyone else use Ethereum for programming rather than investment?
