Vitalik’s wallet, proof that ETH wallets are safu?

Vitalik's wallet has more then 8 billion USD in value. Mostly from shib (7 billions!).

Is it a normal wallet? Or is it locked by a multisig contact (whatever that really means)?

That's an eight billion dollar bounty right there.
