When will ICOs make a comeback? What needs to change?

I think ICOs are an amazing use for crypto. You can easily set up a way for people to invest in your company.

Last time there were lots of ICOs, most of them were scams. Has the world forgotten about that, or is there still doubt surrounding ICOS.

There must be other applications that will aid the transparency of ICOs like credit checks etc.

When, if ever will ICOs make a comeback?
