What is the reason for EIP-1559?

Why is Ethereum trying to make it more scarce? Is Ethereum changing it's narrative to become store of value like Bitcoin?

How does miners feel about this? Assume they don't care about miners because proof of stake is coming. How does not printing more coins work in pos? Where is the incentives for stakers?
