Decentralized Land Conservation Dapp

Hello Ethereum, I have a vision of a Dapp that would allow millions of people to buy fractions of land all over the world to be designated specifically for conservation. It would aim to be decentralized, stateless land owned by the people. I'm wondering, what components would need to come together to achieve this Dapp? What is the sequence bringing these components together? Would this work as an NFT? Would it be better to have a fungible token so people can earn interest? Both? Multi sig wallets? has this already been done? could you copy and paste decentraland code? Is there a discord/team I can join? Do I have a chance doing this myself if i were to learn python and solidity?
