Question about use of RVN in future

Maybe this has been answered, and I tried to find it in the white paper, but I must have missed it.

So, right now The RVN system requires 500 coins to burn to create an NFT. In the future, the project allows for adjustment based on coin value to prevent the cost creation of an NFT from becoming prohibitively high. What’s going to prevent big investors, whales, etc. from manipulating the price to gain on the NFT market?
